The rubrics of the Book of Common Prayer state clearly that the service of Ash Wednesday, including the imposition of ashes, may be led by a lay reader (Worship Leader). The only exception is the pronouncement of pardon and absolution of sin printed on page 269. Instead, a Worship Leader is to remain kneeling and substitute the prayer for forgiveness appointed at Morning Prayer (see rubrics on page 269 of the BCP).
Ashes are not a sacrament and the prayer used before the imposition of ashes is not a consecration (BCP page 265). Worship Leaders (and clergy) should not lay hands on the ashes or make the sign of the cross over the ashes while saying the prayer.
